  The Organization  
     
  Open University of Sri Lanka (OUSL) is a state-own university under the University Grants Commission that manages all state universities in Sri Lanka. Major funding comes from the government. It charges a nominal fee from the students, as registration and tuition fees.  
     
  History  
  Established in 1980, The Open University of Sri Lanka (OUSL) is the only recognised University in Sri Lanka where students are able to pursue further education through distance learning techniques.  
     
  Its mission is to enhance opportunities for adult life-long learning of people by facilitating Open and Distance learning and supporting excellence in research and scholarship.  
     
  There are over 30 000 students currently registered in the OUSL. The education is provided in a decentralised manner through four Regional Centres, sixteen Study Centres and five Teaching Centres. These decentralised centres have the services of counselling, issuing of application forms for programmes of study, registrations, distribution of course materials, face-to-face contact sessions, and laboratory facilities for practical sessions, demonstrations and conducting of examinations. There are laboratory facilities in the Regional Centres. The courses are usually delivered through printed lesson materials, supported by discussion classes, audio-visual materials, assignments etc., and by continuous assessments followed by formal examination.  
     
  One of its goals is to develop a participatory approach for community empowerment. The Rural Research Unit, an interfaculty unit, was set up to assess rural technology and other educational needs to empower the community. Several programmes are under way, one with the assistance of the Commonwealth of Learning, Canada, to facilitate community dialogue through rural radio services.  
     
  Several projects are in hand to assess the suitability of technology packages such as rainwater harvesting, domestic cooking, and low-cost bridges. The unit has been operating an organic farm for the last five years to try out different means available to manage agriculture with minimum external inputs.

   Role in the ODW Programme  
     
  OUSL is offering a certificate course in Sustainable Livelihoods that is acceptable by the university system in the country.  
  Unlike conventional universities, OUSL has more flexibility when it comes to developing education programmes to suit the rural community. The course on “Sustainable livelihood - Appropriate technology” is to be conducted under the existing Rural Research Unit and teach a total of 90 students, 30 each in the following three study centres, Ampara, Badulla and Vavuniya from May 2005. The proposed course is for students with minimum education qualifications who come from farming background. The duration of the course is one year and the practical experiences will be counted as part of the course.
