  The Organization  
     
  Programme Support Organization (PSO) is the organization that represents the Development Fund of Norway. The Development Fund is the formal project holder of ODW, responsible for planning, implementation and monitoring the partner activities in Sri Lanka. The PSO represents the Development Fund of Norway. Its main task is to provide logistical and technical support to the partners in order implement the ODW projects effectively. In this sense PSO is mandated to build capacity of the civil society organisations that take part in OD program. It is a legal entity organised and registered for this specific purpose.  
     
  PSO is led by an expert on participatory planning and monitoring, K.A.J. Kahandawa. Kahandawa has a long-termed record in leading successful projects that were evaluated to be highly participatory and sustainable. He also shares the same ideology/methodology as The Development Fund.  
     
  He is working with a highly competent Tamil Programme Officer, Vellupilai Nagendran, a former Peace Corps volunteer to Norway. The PSO has established a small office in Kandy. This office is in the heart of the island and convenient contact place to all the partners in ODW programme.

   Objectives of the PSO  
     
 
¨ Strengthen the member organisations of OD programme Sri Lanka institutionally.
¨ Coordinate the cooperation and increase the synergy between the partner organisations.
¨ Monitor the political situation that may affect implementation of the programme and take necessary steps to responds to problems in a timely manner.

¨ Programme focus and facilitating exchanges between partners

  These tasks occur continuously through dialogs between PSO and each partner in a feedback process from assessment, planning to implementation. Each task is elaborated below. The dialogs between PSO and each organisation will determine how the capacity building can be done and time frame for each activity. The large part of the resource requirement for these tasks is the human resource and time provided by PSO staff and the necessary apparatus to facilitate their work.  
     
  Network Building  
  ODW programme in Sri Lanka has an ambitious goal to pull together organisations that are working with youth to function as a political movement to promote rights for youth in the long-run. The PSO’s task is to facilitate this process. In practice this involves PSO in following activities.  
     
 
¨ Learning about the existing relevant network.
¨ Facilitating contacts between ODW programme and other networks.
¨ Initiating some network activities in consultation with partners.
 
     
  In 2004, PSO studied the existing networks that the partner organisations already had. A plan was made of how youth network can be built based on the existing networks.  
     
  Number of exchanges and initiatives to occur between partners within the ODW programme and between ODW programme and outside networks, was planned and implemented.  
     
  Peace and solidarity  
  Peace and security is the underlying prerequisite for development and for long-term welfare of youth in Sri Lanka. Convening organisations from Tamil, Sinhalese and Muslim populations in the existing political situation is a delicate work, but if done right, can open up one channel of communications between groups involved in the conflicts. PSO is mindful of such opportunity and facilitates the communication and exchanges between the different groups of partners.  
     
  The volatile political situation also makes it necessary for the PSO to be sensitive to problems related to politics, and be prepared to respond to problems timely.  
     
  In practice, the PSO’s task is to facilitate exchanges between Tamil, Sinhalese and Muslim organisations. For the coming years, PSO will also facilitate exchanges between the youth from the different groups.  
     
  In 2004, PSO facilitated exchanges between partner organisations (which have different ethnic groups). In the year 2005, more facilitation of peace strategies will take place.  
     
  PSO is the main responsible organisation to create the opportunity/venue where all ODW partners meet regularly and form a common vision, understanding and exchanges of experiences. Most concretely, this is realised through Programme Cooperation Committee (PCC) meetings, workshops and training.  
     
  In addition, PSO is responsible to develop policies, guidelines, operational plans for-  
 
¨ Inclusion of the disabled
¨ Gender and ethnic balance
¨ Participatory approach in development work
¨ Quality assurance of education program for employment
